On 21-24 April 2020, a virtual workshop dedicated to the PCT toolkit on "Addressing Difficulties in Accessing Comparable Data for Transfer Pricing Analyses" was held.

Conducted in Russian, this workshop was attended by more than 115 government officials from Russia, Belarus, Ukraine, Kazakhstan and Uzbekistan. Together with the OECD instructor and experts from the participating tax administrations, participants shared their experiences and challenges and also discussed the practical solutions to challenges foreseen in the toolkit.

The toolkit, which contains practical guidance for countries to better protect their tax base in the context of transfer pricing, was prepared and published jointly by the Platform for Collaboration on Tax – a joint initiative of the International Monetary Fund (IMF), Organisation for Economic Co-operation and Development (OECD), United Nations (UN) and World Bank Group (WBG). The toolkit specifically addresses the ways the countries can overcome a lack of data needed to implement transfer pricing rules. This data is needed to determine whether the prices the enterprise uses accord with those which would be expected between independent parties.
